Declared by the United Nations General Assembly through Resolution A/RES/76/269 in 2022, this significant day recognizes the indispensable role of women in shaping global affairs, advancing peace, and strengthening multilateral cooperation. The resolution invites all Member States, United Nations organizations, civil society, and academic institutions to observe the day and promote women’s full and equal participation across all levels of diplomacy.

GIHR holds firmly that women’s full and equal participation in diplomacy is both a fundamental rights imperative and a strategic necessity for effective global governance and sustainable peace. As the United Nations affirms, the meaningful inclusion of women in peacebuilding and conflict resolution leads to more inclusive and durable outcomes. Their voices, perspectives, and leadership are essential to addressing the complex challenges facing our world today. When women lead at the diplomatic table, foreign policy becomes more representative, solutions more comprehensive, and peace agreements more enduring.

Yet the figures reveal a persistent and troubling gap. According to the United Nations, between 1992 and 2019, women represented only 13% of negotiators, 6% of mediators, and 6% of signatories in peace processes worldwide. As of 2025, women hold fewer than 23% of ambassadorial and foreign affairs ministerial positions globally. These are not merely statistics; they are a clear and urgent call to revisit the institutional frameworks that continue to restrict women’s access to diplomatic leadership and limit their meaningful participation in international decision-making.

On this occasion, the Institute calls upon governments, international organizations, academic institutions, and civil society to take deliberate and concrete steps: to remove structural barriers, expand equal opportunities, establish mentorship programs, and adopt gender-responsive policies that advance women’s leadership in diplomacy, in alignment with Sustainable Development Goal 5 on gender equality.

GIHR celebrates today the achievements of women diplomats who continue to shape history, and reaffirms its commitment to a future where women’s full participation in diplomacy is the established norm, not the exception.

The Geneva Institute for Human Rights celebrates the International Day of Women in Diplomacy, observed annually on 24 June.
